Hon. Dier Tong Ngor

Hon. Dier Tong Ngor was appointed as the Governor of the Bank of South Sudan (BSS) on May 9th, 2018, making him the 4th Governor since the independence of South Sudan. Prior to his appointment, he was serving as the 1st Deputy Governor (BSS) and had served in different capacities within BSS over the years.

Mr. Dier’s career and extensive experience in the Banking Industry began in 1986 when he was appointed as an inspection officer at the Central Bank of Sudan (CBoS) in Khartoum, shortly after graduating from University of Khartoum with a Bachelor of Science (Second Class Honors) in Business Administration, in 1986. He then completed a higher Diploma in Banking Studies in 1992.

He maintained his role at CBoS until he decided to pursue further studies in the Republic of Ireland in1995 and graduated with Master’s in Business Administration (Second Class Honors) in 1996 at University College Dublin (UCD), Republic of Ireland

While in the Republic of Ireland, Mr. Tong served at numerous institutions and at various capacities. In 1997 he became a Project Officer at Comhlámh in Dublin. He also worked for SPIRASI in Dublin as a Financial Controller. He then became the Executive Director for Africa Centre in Dublin from 2004 till 2008 when he returned to the Republic of South Sudan.         .

His ascension to managerial roles at the Bank of Southern Sudan (BOSS)/Bank of South Sudan (BSS) began in 2008 as the Deputy Director for Supervision and Research, followed by a promotion to the position of Director in 2009. In 2010 and in the lead up to the independence of South Sudan in 2011, he was elevated to the position of the Director General for the Bank of Southern Sudan and eventually becoming the Director General for Currency and Banking Operations until 2016, then as the Director General for Supervision, Research & Statistics in 2016, after which he was appointed as the 1st Deputy Governor, BSS in January 2017.

Mr. Dier also has a wealth of experience in Directorship and Advocacy outside the Banking Industry through his various participatory roles in a number of organizations. He was a founding member of the Africa Centre in Ireland and later became its Executive Director, and was also a member of the Board of Directors for the European Anti-Poverty Network in Ireland and for the Debt and Development Coalition Ireland (DDCI). He was a founding member of the Irish Sudanese Solidarity Group (ISSG) and its Chairman from 1998-2000, and was also a founding member of the Sudan African Congress (SAC) Youth Organization and was the Secretary for Culture and Information 1987-1989.

He is also a member of the Chartered Institute of Bankers (CIB), United Kingdom.

His major publication is titled “Business Environment in the Sudan: A study of the attractiveness of the Sudanese Banking Industry” 1996.
